S&P Global Ratings affirms City of Rochester’s strong credit rating

Rochester, New York – The City of Rochester has received another vote of confidence from one of the nation’s leading credit rating agencies, as S&P Global Ratings reaffirmed the city’s strong financial position while assigning high marks to its latest bond offering.

Mayor Malik D. Evans announced that S&P Global Ratings assigned its SP-1+ short-term rating to Rochester’s $217.4 million general obligation bond anticipation notes. The agency also reaffirmed its existing AA- rating for the city’s general obligation bonds and maintained the SP-1+ rating for its outstanding short-term debt.

The latest assessment signals continued confidence in Rochester’s financial management and its ability to meet future debt obligations. Credit ratings issued by firms such as S&P are closely monitored by investors and play an important role in determining how much governments pay when borrowing money for public projects and services.

According to city officials, maintaining strong ratings can reduce borrowing costs by allowing Rochester to secure lower interest rates. Beyond the financial savings, the ratings are widely viewed as an independent evaluation of the city’s fiscal management and the overall health of its local economy.

Mayor Evans said the latest decision reflects years of careful planning and continued investment throughout the community.

“This bond rating reflects sound financial practices within City government, the increasing value of the city’s tax base, and other positive economic indicators,” said Mayor Evans. “This is a clear indication that our strategic investments to accelerate business growth, empower residents, and expand generational wealth in every neighborhood are working.”

In its review, S&P pointed to several factors that supported the city’s ratings. Among the key reasons were the administration’s financial stewardship and operational management, which the agency described as strong. The report also highlighted Rochester’s solid ability to repay debt, a growing tax base, and financial decisions aimed at reducing costs and strengthening long-term stability.

The rating agency also recognized revenue reductions and cost-saving measures implemented during 2026, along with budget strategies for the 2026-2027 fiscal year that are intended to generate additional revenue while lowering debt obligations.

Other positive indicators included the Rochester City School District’s strong fund balance and continued investment from New York State. S&P noted that state support directed toward redevelopment projects, grant funding, and employment initiatives has contributed to the city’s economic outlook.

Housing demand also played a role in the evaluation. The agency cited rising property values and continued interest in residential development as signs of a healthy local market. At the same time, ongoing economic development efforts across Rochester’s industrial, commercial, and housing sectors were recognized as additional strengths supporting future growth.

The reaffirmed ratings suggest that Rochester remains in a favorable financial position despite the challenges facing many municipalities. By maintaining strong fiscal practices while investing in neighborhood development and economic opportunities, city leaders believe Rochester is building a foundation for long-term stability.

With favorable credit ratings remaining in place, the city is expected to benefit from more affordable borrowing as it continues financing infrastructure improvements, public investments, and other projects designed to support residents and strengthen Rochester’s economy in the years ahead.
