New York – New York State Police have arrested a New Jersey man following an investigation into serious felony sex offenses involving a minor, authorities confirmed this week.
According to State Police at Livingston, Ryan A. Hand, 23, of West Milford, New Jersey, was taken into custody on January 28, 2026. Hand faces two felony charges: Disseminating Indecent Material to a Minor in the First Degree, a class D felony, and Rape in the Third Degree, a class E felony. The arrest follows information received by troopers several days earlier that raised immediate concern.
Investigators say the case began on January 22, 2026, when State Police were alerted to allegations of inappropriate sexual contact between an adult male and a minor. Troopers launched an investigation to determine the nature and scope of the reported behavior. Through that inquiry, authorities concluded that Hand had sexual contact with a child under the age of 17 while he was in the Town of Gallatin, New York, during 2025.
Law enforcement officials did not release further details about the circumstances of the alleged incidents, citing the sensitive nature of the case and the age of the victim. However, State Police emphasized that the charges reflect the seriousness of the conduct uncovered during the investigation.
Following his arrest, Hand was arraigned in Gallatin Town Court. The court released him on his own recognizance, meaning he was not required to post bail but must comply with all court-ordered conditions while the case proceeds. Authorities confirmed that he is scheduled to return to court on February 25, 2026, at 4 p.m., for further proceedings.
State Police continue to encourage anyone with additional information related to crimes involving minors to come forward. Officials stress that timely reporting can play a critical role in protecting victims and ensuring thorough investigations.
The case remains active as it moves through the legal system. All charges are allegations, and Hand is presumed innocent unless and until proven guilty in a court of law.
