City launches formal RFP process to attract developers for the long-awaited redevelopment of the 151 Mt. Hope Avenue waterfront site

Rochester, New York – The City of Rochester has officially opened the door for a major new chapter along the Genesee River, releasing a Request for Proposals for the redevelopment of 151 Mt. Hope Avenue, a highly visible waterfront parcel positioned to become a defining feature of the city’s evolving riverfront.

Mayor Malik D. Evans announced the RFP as part of the city’s broader effort to transform the river corridor into a vibrant destination for residents, visitors, and businesses. The 1.88-acre site, located within the Erie Harbor district, sits at a strategic crossroads between downtown Rochester and the South Wedge, offering sweeping river views and immediate access to some of the city’s most active public spaces.

“This is a one-of-a-kind site,” Mayor Malik D. Evans said. “The natural assets, the proximity to both downtown and South Wedge businesses and destinations, and the momentum of ROC the Riverway make 151 Mt. Hope Avenue a place where a visionary developer can build something extraordinary. The right project here will help shape Rochester’s riverfront for decades to come.”

City officials describe the parcel as one of the most significant development opportunities along the Genesee River, made even more attractive by the scale of public investment already committed to the surrounding area. More than $100 million has been directed toward riverfront improvements through the ROC the Riverway initiative, laying the groundwork for private development that complements public space, recreation, and environmental restoration.

The site is encircled by several high-profile projects that are already reshaping the river’s edge. These include the Genesee Gateway Park Erie Harbor enhancements, the completed and ongoing phases of the ROC City Skatepark, and the West River Wall Segment 1 project. Together, these investments have created a dynamic setting that blends recreation, green space, and urban infrastructure, increasing foot traffic and visibility along the waterfront.

Through the RFP, the City is seeking a qualified development team capable of delivering a project that fully embraces the site’s waterfront character. Officials are encouraging proposals that activate the shoreline, improve the surrounding streetscape, and enhance the overall riverfront experience. Mixed-use development, as well as opportunities for homeownership, are among the concepts the City is open to, provided they align with long-term riverfront goals.

To help move the project forward, Rochester has secured up to $2 million in funding from Empire State Development. The funds are intended to offset environmental and geotechnical preparation costs, a step city leaders say will reduce early-stage risk for developers and accelerate progress once a proposal is selected.

Developers responding to the RFP will be expected to demonstrate a strong track record in sustainable design and a clear plan for meeting MWBE and SDVOB contracting goals. The City is also placing emphasis on readiness, seeking teams that can advance a project efficiently while staying true to the guiding principles of ROC the Riverway.

Officials view the redevelopment of 151 Mt. Hope Avenue as more than a single construction project. Instead, it is seen as a chance to establish a new gateway into downtown, reinforce the city’s connection to the Genesee River, and set a standard for future waterfront development.
