State Police in Troop G report a series of DWI arrests following traffic stops and crash investigations between December 9 and December 16

New York – State Police assigned to Troop G reported a string of Driving While Intoxicated arrests between December 9 and December 16, 2025, following multiple traffic stops and crash responses across Saratoga, Albany, and surrounding communities. The incidents, which occurred late at night and into the early morning hours, highlight continued enforcement efforts aimed at impaired driving during a traditionally high-risk time of year.

The first incident unfolded on the evening of December 9, 2025, when State Police of Saratoga responded to a single-vehicle crash along Galway Road in the Town of Milton. Troopers were dispatched to the scene at approximately 10:42 p.m. after receiving reports of a vehicle that had left the roadway. Upon arrival, investigators identified the driver as Caitlin M. Chamberlain, 29, of Saratoga Springs.

According to State Police, Chamberlain was arrested at the scene for Driving While Intoxicated along with additional vehicle and traffic law violations. During the arrest process, troopers discovered that she was in possession of a controlled substance. As a result, she was also charged with Criminal Possession of a Controlled Substance in the seventh degree. Chamberlain was transported to State Police Saratoga for processing, where she recorded a blood alcohol content of 0.21 percent. She was later issued an appearance ticket returnable to Milton Town Court on January 13, 2026, and released to a sober third party.

Just two days later, in the early hours of December 11, another DWI arrest was made, this time in Clifton Park. At approximately 12:31 a.m., State Police of Clifton Park stopped a vehicle traveling on State Route 9 for a traffic violation. The driver was identified as Jesse J. Carda, 41, of Saratoga Springs.

Following an investigation at the roadside, Carda was arrested for Driving While Intoxicated and related vehicle and traffic law violations. He was taken to State Police Clifton Park for processing, where a chemical test showed a blood alcohol content of 0.18 percent. Carda was issued tickets returnable to Clifton Park Town Court on January 7, 2026, and was also released to a sober third party after processing was completed.

The most serious of the reported cases occurred late on December 13, 2025, during a traffic stop on Interstate 787 in Menands. At about 11:08 p.m., State Police assigned to the Latham Interstate Patrol stopped a vehicle for a traffic law violation. The driver was identified as Konrad D. Odhiambo, 31, of Troy.

Odhiambo was arrested for Driving While Intoxicated, Aggravated Unlicensed Operation in the first degree, and additional traffic-related offenses. He was transported to State Police Latham, where he recorded a blood alcohol content of 0.16 percent. Further investigation revealed that Odhiambo had multiple DWI convictions within the past ten years. Due to his prior record, he was arraigned at Colonie Town Court and remanded to the Albany County Correctional Facility. Bail was set at $2,500 cash, $3,500 bond, or a $10,000 partially secured bond.

Another late-night stop took place in the City of Albany during the early morning hours of December 14. At approximately 2:52 a.m., State Police of the Capital stopped a vehicle on Central Avenue for a traffic violation. The driver was identified as Kelvin D. Buffalo, 60, of Albany.

Buffalo was arrested for Driving While Intoxicated and related traffic offenses. State Police reported that during the arrest, Buffalo became uncooperative and actively resisted being taken into custody. Troopers also located a substance concealed in his clothing that field-tested positive for cocaine. In addition to the DWI charge, Buffalo was charged with Criminal Possession of a Controlled Substance in the fourth degree, Resisting Arrest, and Obstructing Governmental Administration in the second degree. He was transported to State Police Capital for processing, where he recorded a blood alcohol content of 0.19 percent. Buffalo was issued an appearance ticket returnable to Albany City Court on December 30, 2025, and released.

State Police emphasized that these arrests are part of ongoing enforcement efforts aimed at keeping roadways safe and reducing impaired driving. Troopers continue to remind motorists that driving under the influence of alcohol or drugs places not only the driver at risk, but also passengers, pedestrians, and other road users.

All individuals charged are presumed innocent unless and until proven guilty in a court of law. State Police encourage anyone who plans to consume alcohol to make arrangements for a designated driver or alternative transportation to help prevent further incidents during the holiday season and beyond.
