Monroe County Library System expands digital access with free Udemy courses

Monroe County, New York – Monroe County is taking a major step toward closing the digital divide with the launch of a multi-faceted initiative aimed at expanding access to online learning and technology. County Executive Adam Bello and Monroe County Library System (MCLS) Director Emily Clasper have officially announced the introduction of Udemy, a popular online learning platform, as a free resource for library cardholders. This move marks the first phase of the “Wired for Opportunity” initiative, a $3.1 million project funded by the American Rescue Plan Act (ARPA).

With more than 250,000 courses and 73 million students worldwide, Udemy offers training on an extensive range of topics, from business and technology to wellness and even cake decorating. Library users can now access these self-directed learning resources at no cost, either from within library branches or remotely from home. The goal is to equip residents with the skills needed for personal growth, career advancement, and everyday problem-solving.

“The self-directed learning opportunities available through Udemy allow students to learn at their own pace and at times that are convenient for them,” said Jen Byrnes, who leads the digital equity initiative for MCLS.

Beyond providing educational content, the Monroe County Library System is also expanding access to essential digital tools. With the help of ARPA funding, the system has bolstered its mi-fi program, which allows patrons to borrow mobile Wi-Fi hotspots. These units are among the most in-demand items at local libraries, with more than 5,200 checkouts recorded in 2024 alone. Previously, long waitlists often made it difficult for residents to access the service, but thanks to the new funding, wait times are expected to be cut in half.

“We are building digital equity throughout our community. Whether it’s helping people access high-speed affordable internet, helping residents become better acquainted with technology, or by providing access to innovative platforms like Udemy, our goal is to ensure everyone in our community has access to the resources and opportunities that will help them grow and thrive,” said Monroe County Executive Adam J. Bello. “I am grateful to Congressman Morelle and Senators Schumer and Gillibrand for providing our community with the funding for this project, and their commitment to increasing digital equity throughout our region.”

The introduction of Udemy and the expansion of the mi-fi program are just the beginning. These efforts fall under the larger umbrella of “Wired for Opportunity,” a comprehensive initiative designed to eliminate barriers to digital access and ensure that Monroe County residents are equipped with the tools they need to succeed in an increasingly digital world.

“As a young man, I spent countless hours in the Sully Branch of the Monroe County Library—reading, learning, and growing my appetite for knowledge, and with the addition of Udemy, library patrons can take their learning to even greater heights,” said Congressman Joe Morelle. “I’m proud to have helped secure federal funding to support this project, and I’m grateful to County Executive Bello for continuing to utilize federal funds to break down the digital divide and make opportunities like these more accessible for Rochester families.”

Access to reliable internet and digital resources has become a necessity for education, employment, healthcare, and daily communication. U.S. Senate Minority Leader Charles E. Schumer emphasized the importance of investments like these, noting that they play a critical role in ensuring all residents, regardless of their financial situation, have access to essential digital tools.

“In today’s digital world, access to reliable internet is a necessity for work, school, healthcare, and staying connected,” said Schumer. “When I passed the American Rescue Plan, I made sure it would deliver real results for Monroe County, and that’s exactly what’s happening with ‘Wired for Opportunity.’ This $3.1 million investment is putting affordable broadband within reach for thousands of residents, with the expansion of Mi-Fi hotspots that can be checked out from one of the many local libraries in the county. Thanks to this federal funding, Monroe County is closing the digital divide and ensuring that every family, no matter where they live, has the tools they need to succeed. I commend County Executive Adam Bello for his steadfast leadership and dedication to bridging gaps in our community.”

Beyond Udemy and the expansion of mobile Wi-Fi access, the county has ambitious plans to further enhance digital connectivity. Over the next several months, the “Wired for Opportunity” initiative will roll out additional programs, including the installation of solar-powered tables that provide 24/7 internet access and charging stations, the development of technology-focused classes, and a program that will provide free laptops to students who complete a series of digital literacy courses.

Mayor Malik D. Evans praised the initiative, recognizing libraries as crucial hubs for digital equity and community growth.

“Our libraries are innovative and progressive community anchors, where families can access valuable resources and equitable opportunities,” said Evans. “Offering the Udemy learning platform is yet another meaningful way we are supporting digital equity and empowering our community. Thank you to our federal delegation, Senators Schumer and Gillibrand and Congressman Morelle, for prioritizing and investing in the lives of our residents and helping develop confident contributors to our society.”

MCLS Director Emily Clasper highlighted that the role of public libraries has evolved significantly in recent years. No longer just a place for borrowing books, libraries now provide essential services that help residents navigate an increasingly digital world.

“Wired for Opportunity is another example of how the Monroe County Library System provides our citizens with an array of valuable resources beyond books,” said Clasper. “We will be rolling out new initiatives and programs for our residents in the coming months, and we are grateful to County Executive Adam Bello and our entire federal delegation, Congressman Morelle, Senator Schumer, and Senator Gillibrand, for making this possible.”

As Monroe County continues to invest in digital equity, the “Wired for Opportunity” initiative represents a major step forward in ensuring that all residents, regardless of income level, have the resources they need to learn, grow, and thrive in today’s technology-driven society.
