Monroe County prepares major Bay Road Improvements Project set to begin June 15 with new traffic design and safety upgrades between NYS Route 104 and Lake Road
Monroe County, New York – Monroe County is preparing for a significant road improvement effort along Bay Road, with work scheduled to begin around Monday, June 15, as part of a broader infrastructure upgrade led by the Monroe County Department of Transportation and contractor Keeler Construction Co., Inc.
The project spans a key corridor between NYS Route 104 and Lake Road, an area that sees steady local traffic throughout the day and serves as an important connector for residents, commuters, and service vehicles in the Town of Webster. Officials say the work is designed not only to improve pavement conditions but also to reshape how traffic flows through the corridor in a safer and more predictable way.
The scope of the Bay Road Improvements Project includes a mix of road repair, resurfacing, and redesign elements. Crews will begin with spot replacement of damaged curb sections and adjustments to existing drainage structures, including grates and manhole covers, to bring them to proper grade. After that, the roadway will undergo milling and paving to refresh the worn surface and prepare it for a new traffic configuration.
One of the most noticeable changes for drivers will come after paving is complete. New signs and pavement markings will be installed to support a revised lane layout. The current four-lane configuration will be converted into a three-lane design featuring one lane in each direction and a center turning lane, along with wider shoulders on both sides of the roadway.
Officials confirmed that the limits of the new configuration were recently adjusted. The updated plan now runs from just north of NYS Route 104 to Lake Road, a revision made in coordination with the Town of Webster. Local leaders said the adjustment was intended to better align the project with safety goals and improve how traffic moves through the corridor.
Transportation planners have pointed to several expected benefits from the redesign. The three-lane configuration has been used in similar road projects to reduce vehicle speeds and lower the number of crashes by simplifying traffic movements. The center turning lane is expected to improve safety for drivers making left turns, reducing conflict points between vehicles traveling in opposite directions.
Wider shoulders are another key feature of the project. According to county transportation officials, these expanded shoulders will provide additional space not only for emergency situations but also for bicycles and pedestrians. They may also support everyday community needs, including mail and package delivery vehicles, landscaping services, garbage trucks, and other residential service traffic that often requires extra roadside space.
While the project is expected to bring long-term improvements, Monroe County officials are also preparing residents for short-term disruptions. Typical construction activity will require a mix of shoulder closures, single-lane traffic shifts, full lane closures at certain times, and flagging operations to guide vehicles safely through work zones.
Drivers in the area are being advised to expect delays, especially during peak travel times, as crews complete each phase of the project. Officials emphasized that conditions may change frequently depending on the stage of construction and daily work requirements.
Despite the inconvenience, county leaders are asking for patience, noting that the project is part of ongoing efforts to improve safety and infrastructure across Monroe County roadways. They also stressed that the improvements are expected to have long-lasting benefits once completed.
Weather and other unforeseen factors can sometimes affect construction timelines, but the project is currently scheduled for completion in early August, assuming conditions remain stable. That timeline would allow the upgraded roadway to be fully in place before the end of the summer travel season.

For many residents in the Town of Webster, the coming weeks will require a bit of patience behind the wheel.
