Rochester City Hall and several administrative offices will close on Thursday, January 1, as the city observes the New Year’s Day holiday
Rochester, New York – As the calendar turns and residents prepare to welcome a new year, several City of Rochester offices and public services will temporarily shut their doors to mark the New Year’s Day holiday. The closures, scheduled for Thursday, January 1, are intended to give city employees time to observe the holiday while allowing essential services to resume shortly afterward.
Rochester City Hall will be closed for the day, along with Neighborhood Service Centers and R-Centers located across the city. Administrative offices at the Honorable Loretta C. Scott Center for Human Services, housed at 57 St. Paul Street, will also suspend operations. Residents who rely on in-person services at these locations are encouraged to plan ahead and complete any urgent business before the holiday.
Rochester Animal Services will not be open on Thursday, January 1, meaning routine services and administrative assistance will pause for the day. Operations are expected to return to normal following the holiday, allowing residents to resume access to animal care and support services.
City waste collection will also be affected. Refuse and recycling pickup will not take place on Thursday, January 1. Instead, collections for the remainder of the week will be pushed back by one day. Residents are advised to adjust their schedules accordingly and ensure bins are placed out on the correct revised collection day to avoid missed service.
The city’s 311 Call Center, a key resource for reporting non-emergency issues and requesting city services, will be closed on Thursday as well. It will reopen on Friday, January 2, operating from 7 a.m. to 9 p.m. Once reopened, residents will again be able to seek assistance or information through the call center during its regular hours.
Public library users should also take note of holiday-related changes. All Rochester Public Libraries will close early at 5 p.m. on Wednesday, December 31. Libraries will remain closed throughout Thursday, January 1, before reopening on Friday, January 2, with normal operating hours restored.

The Rochester Public Market will follow a slightly different schedule. It will be open during regular hours, from 6 a.m. to 1 p.m., on Tuesday, December 30. The market will then close on Thursday, January 1, and reopen on Saturday, January 3, resuming its usual schedule for shoppers and vendors.
City officials encourage residents to stay informed about these temporary changes and plan ahead for the holiday. With most services resuming promptly after New Year’s Day, normal city operations are expected to be fully back on track as Rochester begins the year ahead.
