Rochester City Hall and multiple administrative offices will close on Thursday, Dec. 25, as the city observes the Christmas holiday

Rochester, New York – Rochester residents planning errands or appointments around the Christmas holiday should be aware of a series of closures affecting City Hall and several municipal services later this month. City officials announced that multiple departments and public-facing offices will suspend operations to observe the holiday, with some services remaining unavailable beyond Christmas Day.

City Hall will be closed on Thursday, Dec. 25, and Friday, Dec. 26, as part of the official holiday observance. The closures also extend to Neighborhood Service Centers, Rochester Public Libraries, Rochester Animal Services, R-Centers, and the administrative offices of the Honorable Loretta C. Scott Center for Human Services, located at 57 St. Paul St. Normal operations are expected to resume following the holiday schedule outlined by each department.

R-Centers across the city will experience the longest interruption. All locations will close early at 3 p.m. on Wednesday, Dec. 24, before shutting down entirely from Thursday, Dec. 25, through Saturday, Dec. 27. Residents who regularly rely on these centers for recreation or community programming are encouraged to plan ahead, as activities will pause during this period.

Trash and recycling services will also be affected. There will be no refuse or recycling collection on Thursday, Dec. 25. As a result, pickup for the remainder of the week will be pushed back by one day. City officials advise residents to adjust their schedules accordingly and ensure bins are placed curbside on the revised collection days.

Rochester Animal Services will be closed to the public on both Thursday, Dec. 25, and Friday, Dec. 26. In addition, the Community Pet Food Pantry will not operate on Friday, Dec. 26. The pantry’s next scheduled distribution event is set for Friday, Jan. 9, providing assistance to pet owners following the holiday break.

Access to city assistance by phone will be limited on Christmas Day. The 311 Call Center will be closed on Thursday, Dec. 25, but will reopen on Friday, Dec. 26, operating from 7 a.m. to 9 p.m. Residents with non-emergency questions or service requests are encouraged to contact the center once it reopens.

Public library services will pause briefly as well. All Rochester Public Libraries will be closed from Wednesday, Dec. 24, through Thursday, Dec. 25. Libraries will reopen on Friday, Dec. 26, returning to their regular hours of operation.

The Rochester Public Market, located at 280 N. Union St., will maintain a modified schedule. The market will be open on Tuesday, Dec. 23, from 6 a.m. to 1 p.m., before closing on Christmas Day. It will resume its standard schedule on Saturday, Dec. 27.

City officials encourage residents to review these changes in advance to avoid disruptions during the holiday period.
