Supervisor Jeff Leenhouts emphasizes that helping Penfield’s seniors today is an investment in the town’s future

Penfield, New York – In a town that’s steadily aging, Penfield officials are doubling down on their support for older residents, recognizing that creating a more inclusive, connected community is not just the right thing to do — it’s essential for the town’s long-term success.
According to a recent study by Nazareth University, Penfield has experienced a significant demographic shift over the past decade. While the overall population has grown by just 6%, the number of residents aged 65 and older has surged by nearly 30%. This sharp rise in the senior population presents both challenges and opportunities, and Town Supervisor Jeff Leenhouts says his administration is working hard to rise to the occasion.
“We’ve made it a priority to expand resources and support older adults in Penfield. From new programming to improved transportation and access, we are laying the groundwork for an age-friendly community that benefits everyone,” Leenhouts noted.
Supporting Aging With Action, Not Just Words
Among the most tangible investments made in recent years is the expansion of the Daytime Education at Recreation (DEAR) program. Tailored specifically for seniors, DEAR provides social, physical, and educational opportunities that promote well-being and community involvement. As participation has increased, so too have the offerings.
But programming alone isn’t enough without ensuring that all residents can physically access those opportunities. That’s why the town used American Rescue Plan Act (ARPA) funds to purchase a wheelchair-accessible van, making it possible for residents with mobility challenges to attend DEAR events and other outings. For many seniors, this is more than just a ride — it’s a ticket to connection and inclusion.
“This is the kind of investment that makes a difference every day,” Leenhouts said, highlighting the daily impact of this new van on residents’ lives.
Looking Ahead With a Vision for Accessibility
Penfield’s leaders aren’t stopping at programs and transportation. The town is also looking at how its infrastructure can better support all residents, especially those who no longer drive. The Town of Penfield Active Transportation Plan is in development, aiming to improve walkability, biking access, and overall connectivity throughout the town.
The plan will focus on practical upgrades like new sidewalks, trail expansions, and safer road crossings — the kind of changes that may seem minor but can have a profound impact on a senior’s independence. As part of the process, community input is encouraged. Residents are being asked to complete a transportation survey, available both online and in person at the Penfield Town Hall and Community Center.
“This process will continue through the winter months, and I look forward to working together as we develop a plan to improve connectivity in Penfield,” said Leenhouts.
Senior Services Come Closer to Home
Another recent development making waves in the senior community is the opening of a new satellite office for the Monroe County Office of the Aging, located in BayTowne Plaza. The office, operated in partnership with Lifespan, brings a wide range of support services directly into Penfield — eliminating the need for long trips to downtown Rochester or other regional centers.

Leenhouts joined Monroe County Executive Adam Bello and local leaders for the grand opening of the facility, praising the move as a big win for local seniors.
“This new facility, located in BayTowne Plaza, brings essential services, offered by Lifespan, closer to home. This is critically important, as it makes it easier for our seniors to get the assistance they need without having to travel too far,” Leenhouts said.
Whether seniors need help with Medicare enrollment, caregiver support, or simply accessing wellness resources, the BayTowne location means fewer barriers and more solutions, right in their own neighborhood.
An Invitation to Talk, Listen, and Act
In another effort to stay engaged with the people he serves, Leenhouts is inviting Penfield’s older residents to a special “Sit-Down with the Supervisor” event on Wednesday, August 20 at 12 p.m., held at Dolomite Lodge. Organized through the DEAR program, this session is specifically for residents aged 65 and up. Participants can register using code 366412.
“I believe in listening and acting on the needs of our community,” said Leenhouts. “I am excited to speak with many of you and use your input as our Town Board works to make our community even better.”
The informal gathering gives seniors a platform to share their thoughts, ask questions, and hear updates directly from the town’s top official. It’s a continuation of the supervisor’s open-door approach to leadership and a chance to strengthen the town’s relationship with its growing senior base.
Putting Penfield’s Seniors — and Future — First
As Penfield’s senior population continues to grow, the town’s approach shows that it views older residents not as a challenge to be managed, but as a vital part of the community’s present and future. By investing in programs, transportation, infrastructure, and outreach, Penfield is laying the foundation for a town that works for residents at every stage of life.
“Everything we do, from expanding senior programming to new transportation and community planning, reflects a commitment to serving all of Penfield,” Leenhouts said. “I’m proud of the progress we’ve made together, and I am energized for what’s ahead.”
