Gouverneur man arrested after late-night DWI stop on River Drive in the town of Fowler

Fowler, New York – A Gouverneur resident is facing a drunk driving charge following a traffic stop late Thursday night that led to his arrest by New York State Police.
According to officials, 48-year-old Wayne C. Bresett was pulled over just after 10:30 p.m. on July 3, 2025, while driving through the town of Fowler. Troopers reportedly observed his vehicle, a blue 2006 Dodge Dakota, committing a traffic violation on River Drive. The stop was initiated shortly afterward on Main Street.
When troopers approached the vehicle, they engaged in conversation with Bresett and began to notice clear indicators of impairment. Based on their observations, they administered Standardized Field Sobriety Tests (SFSTs), which Bresett was unable to pass.
Following the failed tests, Bresett was taken into custody and transported to SP Gouverneur for processing. There, he agreed to a breath test, which revealed a blood alcohol concentration of .12%, according to police. The legal limit for drivers in New York State is 0.08%.
Wayne C. Bresett was formally charged with driving while intoxicated and was later released on an appearance ticket. He is scheduled to appear before the Town of Fowler Court sometime in August to face the charge.
No injuries or accidents were reported in connection with the incident. Authorities have not released further details about the specific traffic violation that prompted the stop.
DWI arrests tend to increase around major holidays, and police often heighten patrols during these times. The July 4th holiday is particularly known for a rise in impaired driving cases across the country.
Law enforcement reminds all motorists to plan ahead if they intend to consume alcohol. “Drive sober or get pulled over” remains a standing message from state police agencies.
The investigation into the incident appears to be complete, and Bresett will have his opportunity to respond to the charge in court later this summer.
