New York lawmakers praise decision to reinstate Dr. John Howard as leader of the World Trade Center Health Program

Washington, D.C. – A group of New York lawmakers is celebrating the return of Dr. John Howard to his role as Administrator of the World Trade Center Health Program (WTCHP), following a decision by the U.S. Department of Health and Human Services (HHS) to reverse his recent dismissal.

Dr. Howard, a key figure in leading the WTCHP since its inception, had reportedly been removed from his position as part of a broader restructuring effort within HHS. His removal raised alarm among lawmakers, first responders, and 9/11 survivors, who credit his leadership with ensuring continued care for those affected by the September 11 attacks.

Congressman Andrew R. Garbarino (R-NY-02) quickly responded by engaging directly with the White House to express concerns over the decision. He was joined by fellow Representatives Mike Lawler (R-NY-17), Nick LaLota (R-NY-01), and Nicole Malliotakis (R-NY-11), all of whom played a significant role in pushing for Dr. Howard’s reinstatement.

Their efforts paid off. On April 5, 2025, the Department of Health and Human Services, in consultation with the White House, reversed its initial decision and restored Dr. Howard to his position.

In a joint statement, the four lawmakers expressed gratitude and satisfaction with the outcome:
“We appreciate the Trump Administration’s shared commitment to caring for our 9/11 responders and survivors. The firing of Dr. Howard and the subsequent impact on the World Trade Center Health Program was an unfortunate mistake, and we are deeply grateful for HHS’ swift action to reinstate him as Administrator of this critical program. The Administration’s continued support of the program is encouraging, and we look forward to working together to address any remaining issues.”

The lawmakers emphasized that Dr. Howard’s removal had created unnecessary instability within a program that plays a vital role in supporting those still suffering health effects from the 9/11 attacks. The WTCHP provides medical treatment and monitoring to thousands of first responders and survivors exposed to toxins at Ground Zero.

This isn’t the first time this year that lawmakers have stepped in to safeguard the program. Earlier in 2025, the WTCHP faced cuts to both staffing and key grants. Those reductions were also rolled back after lawmakers reached out to the White House and voiced strong opposition.

Dr. Howard’s reinstatement is being seen as a victory not just for the lawmakers who advocated on his behalf, but for the entire 9/11 community. His consistent leadership and expertise have helped shape the program into a trusted source of care for thousands who sacrificed their health in the aftermath of the attacks.

While challenges remain, including long-term funding and operational stability, the decision to bring Dr. Howard back signals a renewed focus on keeping the program strong and ensuring that no 9/11 responder or survivor is left behind.
